The teen heart-throb was pictured with a hand on the youthful Belieber's chest while he kissed her on the cheek.
The teen heart-throb was posing for pictures with devoted followers at the event in Miami when he seems to have casually placed his hand underneath the girl's boob, his other arm wrapped gently around her shoulder.
The girl in question is seen smiling awkwardly in the image - which was later posted in a photo gallery on his fan club website BieberFever.Com before being removed.
